A Denver oil company that had proposed building a 14-story liquid-propane storage tank on the Maine coast abruptly withdrew its application on Tuesday, bringing to a sudden halt a contentious battle that had raged for three years in the tiny town of Searsport and its environs.
The company, DCP Midstream Partners, said that it would not file any appeals and that it was essentially done trying to do business in Maine.
DCP withdrew as the Searsport Planning Board was halfway through its final deliberations on the company's application. The board had already voted that the proposed $50 million project did not meet some of the town's standards; for example, it would have constituted industrial development in an area zoned for commercial use. The board had set aside six more days to complete its review.
"We could see where the planning board was headed," said Roz Elliott, a DCP spokeswoman. She noted that the project had been approved by all state and federal agencies but that the planning board had "a contrary view."
Ms. Elliott said that to her knowledge the company had never withdrawn an application. She added that "this planning board was unlike anything we had experienced before," referring to a lengthy hearing process during which opponents fought the proposal at every turn.
"With this, we do not foresee doing any future capital investment in Maine," she said.
Stephen Hinchman, a lawyer for the plan's opponents, said he too had never been through a planning board process "this brutal." But, he said, the proposed tank was "inherently unsafe."
The company had proposed using the tank as an import facility, but opponents said that given the current glut of natural gas in the United States, DCP could have converted it for exports.
Ms. Elliott said that the company was "open to looking" at building an export facility, but not in Maine.
