Prime Minister Dmitri A. Medvedev fired the general director of Russia's beleaguered space agency on Thursday as part of a shake-up that had been expected after a series of embarrassing rocket failures. The dismissed official, Vladimir A. Popovkin, was appointed to lead the agency, Roscosmos, in 2011 after a failed rocket launching destroyed three satellites needed for a Russian global navigation system. Mr. Medvedev said that Oleg Ostapenko, a deputy defense minister with long experience in space operations, would be the agency's new chief. A leadership change at Roscosmos was widely expected after the failed launching of an unmanned Proton-M rocket in July. It was the fourth failed Proton launching in three years.
